The European Commission has launched two important public consultations that will help shape the future regulatory and funding landscape for the European semiconductor ecosystem. Consultation on Joint Undertakings under Horizon Europe
Deadline: 16 October 2026
The European Commission has opened a public consultation on “Partnerships to be implemented as Joint Undertakings” as part of the evaluation of the Horizon Europe partnership framework. This consultation is particularly significant for the future of the European Chips Act 2.0 and the evolution of the Chips Joint Undertaking (Chips JU).
The questionnaire invites participants to share their experience with Joint Undertakings through a combination of multiple-choice questions and open-text responses. It provides an excellent opportunity to offer concrete feedback on:
- the functioning and governance of Joint Undertakings,
- the effectiveness of the Chips Joint Undertaking,
- lessons learned from the current framework,
- recommendations for future European partnerships.

Evaluation of the EU Dual-Use Regulation
Targeted survey deadline: 11 September 2026 (23:59 CEST)
The European Commission’s Directorate-General for Trade (DG TRADE) has also launched the evaluation of the EU Dual-Use Regulation (EU) 2021/821.
The consultation aims to assess how the current regulation functions in practice and gather feedback from businesses, research organisations and academia on potential improvements.
