On 5 September 2025, the European Commission launched a Public Consultation and Call for Evidence on the evaluation and review of the EU Chips Act. This important initiative seeks to ensure that the Act remains fit for purpose in light of evolving market dynamics, technological advances and geopolitical realities.
The evaluation of the Chips Act is officially scheduled for September 2026, but the Commission has decided to accelerate the process as part of the AI Continent Action Plan, with a revision proposal potentially tabled as early as Q2 2026. The feedback gathered now will therefore play a decisive role in shaping Europe’s semiconductor policy framework for the years ahead.
Key Highlights
- Feedback Period: Open for 12 weeks, closing on 28 November 2025.
-
Purpose and Context: This initiative underpins the Commission’s Better Regulation principles—ensuring that the Chips Act remains effective, efficient, relevant, coherent, and delivers clear EU-added value.
-
Scope of Input: Stakeholders are invited to weigh in on how the Act could be simplified, enhanced, or better tailored to support the European semiconductor ecosystem.
-
Who Should Contribute: All parts of the semiconductor value chain—from IDMs, fabricators, design houses, equipment manufacturers, and industrial users (e.g., automotive, telecom, healthcare, energy, robotics, defence), to SMEs, start-ups, RTOs, investors, trade associations, NGOs, and independent experts—are strongly encouraged to participate. European Commission especially welcomes scientific evidence, data, and quantitative analysis to strengthen the evaluation base.
