European Commission Proposes €175 Billion Budget for FP10: A Strong Signal for Research and Innovation

On 17 July 2025, the European Commission unveiled its proposal for the EU’s next Multiannual Financial Framework (MFF) for the period 2028–2034. As part of this long-term budget, €175 billion has been earmarked for the 10th EU Framework Programme for Research and Innovation (FP10), the successor to Horizon Europe.

This proposed budget confirms the EU’s continued ambition to remain a global leader in science, technology, and innovation. It also reflects the growing recognition of research and innovation as key enablers of Europe’s green and digital transitions, strategic autonomy, and economic resilience.

While the final FP10 budget will be subject to inter-institutional negotiations, the figure of €175 billion represents a strong starting point—especially in the context of competing priorities within the EU budget. It suggests a willingness to scale up investment in areas such as advanced technologies, health, climate, and digital infrastructure, where Europe seeks to strengthen its global positioning.

Industry Voice Already at the Table

In this context, AENEAS—together with EPoSS and INSIDE—has actively contributed to the policy discussions shaping FP10. In two key interventions, the three industry associations have brought forward the perspective of the Electronic Components and Systems (ECS) community:

🔹 Initial contribution to FP10 (July 2024): The associations highlighted the need for continuity, mission-oriented R&D, and strong collaboration between industry and public research. Recommendations included support for long-term, large-scale R&I projects, improved alignment between EU and national programmes, and greater involvement of industry in shaping strategic priorities.

🔹 Reaction to the Draghi and Heitor reports (January 2025): AENEAS, EPoSS and INSIDE also shared their reflections on the high-level recommendations issued by Mario Draghi and Manuel Heitor, which will significantly influence the design of FP10. The associations welcomed the emphasis on excellence, industrial innovation, and cross-border cooperation, while stressing the importance of securing predictable, long-term funding for strategic technologies.
